1937年7月，抗战爆发，冀中地区农民常遭不抵抗日蛞蝼的国民党败兵残匪的骚扰。八路军来了，农民重见天日，减租减息，抗日自卫。青年农民牛大水加入农会并参加了自卫队，积极工作。他的远亲杨小梅受不了丈夫张金龙的虐待，也参加了革命工作。在一次敌人的“大扫荡”中，杨小梅受伤。牛大水为救自己的同志落入敌手，后得营救。牛大水和杨小梅同在一处养伤，渐渐萌生爱情。伤愈后，他们的爱情也臻成熟，大水小梅又一同勇敢地投身火热的抗日斗争。
这是一部反映冀中平原白洋淀地区人民抗日斗争的影片。它由小说改编而成，杨小梅、牛大水是编导重点描绘的形象。尤其是小梅，她在不幸的家庭生活中执着地追求幸福，又在艰难的成长过程和战斗生涯中享受到欢乐。影片还展现了白洋淀地区的广阔生活画面，从战前的水乡风貌到“七七”事变后的战乱，从减租减息运动到日寇的大扫荡，整个影片人物众多，头绪繁杂，但处理得有条不紊，层次井然。
July 1937,the Counter-Japan war broke out ,in the middle part of Hebei Province ,the farmers were annoied by the Kuomintang army who didn't fight against Japan ."Ba Lu"army came and help the farmers to protect their home .Young farmer Niu Dnshui engaged the self-protect party and worked hard.His relative Yang Xiaomei who couldn't suffer her husband's abuse,joined the party too.During one the enimy's "clean-out ",Xiaomei got wound .Dashui was captured when rescuing his comrade.Dashui and Xiaomei stayed together to heal themselves and then fell in love with each other.After healing,their love became deeper and deeper,and contributed their heart and soul into the Counter-Japan War.
